Community Standards
Last updated: October 19, 2026 · Donexa's rules for keeping the platform safe.
Our Principle
Donexa is a platform for people, communities and businesses to connect safely. We remove content that creates a credible risk of: Violence · Terrorism · Child exploitation · Hate · Harassment · Fraud · Crime · Exploitation.
1. Violence Policy
Remove immediately: threats to kill; threats to injure; calls for violent attacks; instructions for attacks; violent recruitment; coordination of attacks; celebration/glorification of violent acts; violent intimidation; organised mob attacks.
Context may be allowed: legitimate news reporting; historical discussion; academic research; condemnation of violence; documentation of human-rights abuses — when presented responsibly. The distinction is context and intent, not merely the presence of a violent word.
2. Terrorism & Extremism
Donexa does not ban people simply because a name matches a prohibited entity. Moderation follows a three-level approach:
| Level | Trigger | Action |
|---|---|---|
| Level 1 | Name match only | No automatic ban — the context is analysed first. |
| Level 2 | Name + suspicious context (recruitment/support/funding language) | HIGH RISK Block + human review |
| Level 3 | Prohibited entity + support/recruitment/funding + violent intent | BLOCK IMMEDIATELY + account review |
For example, a journalist writing "The government announced that [designated organisation] had been arrested…" is legitimate reporting and is not automatically banned.
3. Internal Risk Scoring
Automated systems assign a risk score to content. The decision is never made from one keyword alone — context always matters.
| Score | Band | Handling |
|---|---|---|
| 0–19 | SAFE | Publish normally |
| 20–39 | LOW RISK | Publish, monitored |
| 40–59 | REVIEW | Published and queued for human review |
| 60–79 | HIGH RISK | Restricted, escalated for review |
| 80–100 | CRITICAL | Blocked immediately |
Examples: ordinary discussion 5 · news reporting 10 · historical discussion 10 · violent imagery 30 · credible threat 60 · violent incitement 70 · terrorist recruitment 90 · terrorist funding/support 100 · child sexual exploitation 100.
4. Harassment, Threats and Cyberbullying
Users must not stalk, threaten, repeatedly harass, publish private information to intimidate, encourage others to attack, engage in targeted humiliation, coordinate harassment, or threaten property or physical safety.
Kenya's Computer Misuse and Cybercrimes Act contains specific provisions concerning cyber harassment, including communications likely to cause fear of violence or serious detriment.
5. Hate Speech
Donexa prohibits content attacking people based on ethnicity, race, nationality, colour, religion, tribal identity, gender, disability, or other protected characteristics — including calls for discrimination, exclusion, hostility, violence or hatred. Kenya's National Cohesion and Integration Act criminalises threatening, abusive or insulting material where circumstances are likely to stir ethnic hatred.
6. Child Safety
Donexa has zero tolerance for child sexual exploitation, child sexual abuse material, grooming, sexual solicitation of children, trafficking, exploitation, arranging sexual meetings with minors, requesting sexual images from minors, or exposing children to inappropriate sexual material. Suspected child sexual exploitation content is immediately removed from public access and escalated according to applicable law.
Donexa implements privacy-by-design, age-appropriate privacy settings, parental controls and appropriate age verification. Kenya's Data Protection Act requires appropriate age-verification and parental/guardian consent mechanisms when processing children's personal data — a checkbox alone is not sufficient.
7. Sexual Content
Donexa prohibits non-consensual intimate imagery, sexual exploitation, sexual content involving minors, sexual threats, sexual extortion and sexual trafficking. Donexa does not permit explicit sexual content on the platform.
8. Fraud and Financial Crime
Prohibited: phishing; fake investment schemes; fake loans; Ponzi schemes; pyramid schemes presented deceptively; identity theft; fake payment requests; fraudulent fundraising; fake businesses; fake promotions; advance-fee scams; impersonation of banks, M-PESA, government agencies or financial institutions; and laundering proceeds of crime.
9. Pages, Groups and Businesses
Pages, groups and businesses must use accurate names, accurately represent their organisations, have authority to represent the entity, and follow Community Standards. Group administrators are responsible for moderating their groups and must prevent violent mobilisation, terrorist or extremist recruitment, hate campaigns, coordinated harassment, fraud, trafficking, illegal trading, doxxing and targeted intimidation.
Every Donexa Business agrees: "I confirm that this business information is accurate and that I have authority to represent this business."
Businesses must not advertise illegal goods, impersonate another business, create fake reviews, manipulate ratings, operate fraudulent promotions, misrepresent prices, deceive customers, collect unnecessary personal information, request passwords or OTPs, or use Donexa to conduct criminal transactions.
10. Fake Reviews
Strictly prohibited: buying reviews; selling reviews; creating fake customer accounts; coordinated review attacks; and paying users to falsely damage competitors.
11. Political and Religious Content
Donexa allows lawful political discussion and religious discussion, preaching, religious education, interfaith discussion and respectful criticism. Prohibited: incitement to violence; ethnic mobilisation for violence; threats; targeted harassment; fraudulent impersonation; fabricated emergency information; calls for attacks against communities; threats against religious groups; incitement to religious violence; dehumanisation; calls to attack another faith; and extremist recruitment.
12. Enforcement System
- Warning — minor first-time violations.
- Content removal — offending content is removed.
- Temporary restrictions — restricted posting/commenting for 24 hours, 3 days, 7 days or 30 days.
- Temporary suspension — for repeated or serious violations.
- Permanent ban — for terrorism, terrorist recruitment, child exploitation, serious violent threats, severe fraud, repeated serious violations, or deliberate evasion of previous bans.
- Legal/safety escalation — where appropriate, Donexa preserves evidence and follows lawful procedures for reporting to competent authorities.
13. Appeals and Human Review
Every enforcement action provides an explanation ("Why was this action taken?") and a request for review. Users may appeal content removals, account restrictions, group removals, page removals, business restrictions and permanent bans.
Automatic moderation is not the final authority. Automated detection feeds a risk score; obvious severe violations are actioned automatically, while ambiguous cases — journalism, academic research, political discussion, historical discussion, news reporting, documentary material, legitimate criticism of terrorist organisations or government, and satire — go to human review for the final decision.
